Strategic communication is a branch of communication that deals with how people, organizations and other entities communicate with each other. With strategic communication, you can express your message in any medium and at any time. The five tenets of strategic communication (also known as 10ths) are: To inform, to demonstrate, to explain, and to control. This principle is fundamental and directly affects the overall effectiveness of your strategic communication efforts. An excellent strategic communication plan always considers the intended audience, which is always considered at the very beginning.

This will ensure that all communications efforts are geared towards the intended audience and not merely the chosen one, which was determined by the size of the audience within the advertising unit or the budget allotted to that particular audience.

However, many other factors affect the time it takes to reach the destination, and these other factors must be measured and included in your calculation. A time calculator is a unique tool that incorporates all these aspects into one single measure that will allow for more straightforward calculation. The time calculator was invented by David B. Coleman, PhD, an expert in electronic time measurement devices.

The Concept Behind Calculated Timing Advance Calculations

Calculated Timing is the ability to make an accurate measurement of the time it takes to reach a particular destination or to complete a specific task, and more precisely the time it will take based on the information that you have access to. A clock is simply a tool that tells you the time; the time that it will take to reach the destination stated in the clock.

However, many other factors affect the time it takes to reach the destination, and these other factors must be measured and included in your calculation. Coleman, PhD, an expert in electronic time measurement devices.

This invention has led to the creation of the base timing function, which is a part of the Calculated Timing & Decision Function (CTFD) system. The base timing function calculates the time required to reach the destination from the current time or the last time the task was executed, depending on the type of function being implemented. Once the current time is known, it can be compared with the desired time using the predefined parameters for the different functions, and the differences in the results can be used as inputs to the CTM.

The CTFD also can calculate the time required for the downlink synchronization signal to reach each of the measured sources. The time difference between these two values is what is used to determine the rate at which the information travels between the source and the destination.

A typical CTM includes the base sampling time, the time between neighboring nodes in the network, the rate at which clocks are synchronized between these nodes and the time that an agent needs to travel to the other side of the network if he wants to send a message.

Another critical input to the CTM is the rate at which neighbor cells move up or down the node as well as the amount of time it takes for them to finish sending and receiving messages. These values are all inputs into the CTM, which is then transformed back to the primary communication protocol so that it can be used by the different end-points for sending and receiving messages.
